The plan points out that the average annual growth rate of strategic emerging industries will be maintained at over 20%. Among them, the electronic core basic industry will actively and orderly develop the large-sized thin film transistor liquid crystal display (TFT-LCD) and plasma display (PDP) panel industries around the needs of key complete machines and strategic areas, and improve the industrial chain. Accelerate the development and industrialization of new generation display technologies such as organic light-emitting diodes (OLEDs), three-dimensional (3D), and laser displays. Conquer common key technologies, equipment, and materials in the light-emitting diode (LED) and OLED industries, and improve the economy of LED and OLED lighting. In the new material industry, we will vigorously develop flat panel display glass.

The National Strategic Emerging Industry Development Plan for the 12th Five Year Plan also lists the new flat panel display project as one of the major projects, requiring the development of key technologies and new processes for TFT-LCD display panels, as well as the industrialization of key supporting materials and core production equipment such as glass substrates. Break through PDP high light efficiency technology, high-definition technology, and ultra-thin technology, and improve the supporting industry chain. Carry out the development of high mobility TFT driving substrate technology, conquer key process technologies such as OLED organic film forming and device packaging, and strengthen the localization of key materials and equipment. Carry out research and industrialization of new technologies such as 3D display, electronic paper, and laser display.
